Does this prove that GCSE History grades differ by the same amount?

Treating entries as pupils
Official results tables often report the percentage of exam entries receiving particular grades. A pupil taking several GCSEs contributes several entries. Saying that the same percentage of pupils achieved the threshold may therefore be inaccurate.
