A student vigorously rubs a plastic comb through dry hair, which gives the comb a negative electrostatic charge. They then hold the charged comb just above some small, uncharged flakes of aluminium foil on a wooden table, as shown in the diagram.

A plastic comb with negative charges on its teeth is held slightly above some small flakes of aluminium foil. Some flakes are shown lifting off the table and sticking to the teeth of the comb.

Explain, in terms of the redistribution of charges, how the negatively-charged comb is able to attract and lift the uncharged flakes of aluminium foil.
