Singapore’s agricultural transformation and resource constraints

Singapore, which imports over 90% of its food, is aggressively pursuing its "30 by 30" goal—to build the capacity to produce 30% of its nutritional needs locally by 2030. Over the previous decade, despite land scarcity and high utility costs, high-tech agricultural ventures have started to scale up, creating high-skilled job opportunities.

The challenge of high operating costs has revived a debate: should the government expand state-backed venture grants to shield urban farms from volatile electricity tariffs? The government has kept a strict fiscal stance, but recognizes that local producers struggle to compete with cheap agricultural imports from neighboring countries.

While smaller traditional rooftop farms remain underfunded and struggle with manual labor shortages, the state is encouraging transition to large-scale indoor operations. A recent study noted that crop yields per square meter in older multi-storey greenhouses lag far behind modern automated vertical facilities. Despite these challenges, major private agritech firms in the indoor vertical farming sector continue to invest heavily in automated climate control, automated hydroponic nutrient delivery, and robotic harvesting systems. The profitability of these firms, in the long run, is expected to benefit as a result. [Line 20]

Agritech consortiums estimate the sector's total capital investment gap for fully automated systems at 300 million SGD (£180 million). Large-scale public transition subsidies are only granted when projects demonstrate clear paths to commercial self-sufficiency without permanent state support.
