Total allowable catches of South Pacific orange roughy slashed to prevent stock collapse

In 2023, strict new limits on the volume of orange roughy (a deep-sea species that can live for over 100 years and matures very slowly) that can be harvested were enacted. These catch quotas, known as Total Allowable Catches (TACs), were set during multilateral maritime accords.

It was agreed that harvest limits for mature orange roughy would be reduced by 55% in key seamount regions, while tighter constraints were introduced for other vulnerable deep-water species like toothfish. However, quotas for faster-reproducing pelagic species like jack mackerel rose by 20%.

A marine biology research analyst stated: "There is clear sonar and catch data showing that deep-sea seamount ecosystems are being stripped at unsustainable rates. Orange roughy take decades to reach reproductive maturity, and we must act to preserve fragile benthic habitats and prevent permanent ecological collapse."

These regulations apply to designated international fishing zones, but illegal, unreported, and unregulated (IUU) fishing by vessels flying flags of convenience in high-seas frontier regions continues to threaten the efficacy of these quotas. As global demand for premium deep-sea seafood rises, maritime enforcement remains a critical challenge.

The tragedy of the commons in deep-sea fisheries

The 'tragedy of the commons' manifests when common-pool marine resources are exploited. These are vast ocean areas where property rights are poorly defined or impossible to enforce, making exclusion exceptionally difficult. High-seas fisheries span hundreds of millions of square kilometers, making it virtually impossible for any single international authority to patrol and prevent illegal fishing. Economists note that in the absence of private owners with long-term incentives to conserve, commercial fishing fleets operate in their narrow self-interest to maximize short-run profits by harvesting as much fish as possible. This leads to unsustainable over-exploitation.

This dynamic creates significant negative externalities, such as the destruction of ancient cold-water coral reefs by heavy bottom-trawling gear, loss of marine biodiversity, and the disruption of marine food webs, which affect global ecosystems. Private fishing operators do not pay for these ecological costs, meaning they are excluded from their private cost calculations. This leads to market failure, where the market price fails to reflect the true social cost of deep-sea fish production.

Some economists suggest that the market price of deep-sea orange roughy does not result in the socially optimum level of output.
