Green home energy transition programs face high abandonment rates in low-income districts

The proportion of low-income households that bypass or decommission newly installed energy-efficiency systems, such as air-source heat pumps, has reached a record high. This trend has raised concerns over the misallocation of scarce public environmental funds. In the last financial year, the government spent £600 million on targeted regional green home subsidies to reduce residential carbon emissions in economically deprived areas.

To accelerate adoption, local authorities relaxed qualification standards for installer firms. However, consumer protection groups warn that installing complex heating technology without adequate resident education, post-installation technical support, or addressing high domestic electricity tariffs leads to high rates of abandonment.

Recent data indicates that 22% of low-income households fitted with subsidized heat pumps resort to using secondary fossil-fuel heaters or decommission the systems entirely. In contrast, the abandonment rate in affluent suburbs remains below 5%.

A report by the National Infrastructure Commission highlighted the market implications: "Decarbonizing domestic heating is critical to reducing negative consumption externalities. Yet, when more than one in five subsidized systems is rendered obsolete within months of installation, substantial public funds and private physical capital are wasted, failing to yield the anticipated environmental or economic returns."
