Access to high-speed internet is closely linked to productivity, education and income, both within and between countries. Across the globe, fiber-optic networks and cellular towers form the backbone of modern commerce, making data seem like a virtually unlimited resource. However, constructing and maintaining these networks requires vast capital expenditure, making secure access far from universally available.

As network congestion grows in major metropolitan hubs, cities like New York and London require continuous multi-billion-pound upgrades. Meanwhile, rural populations in developing nations, such as rural parts of Peru, remain completely disconnected due to the prohibitive cost of laying cables across difficult terrain. Unlike wealthy nations like Singapore, they lack the public funds to subsidize nationwide fiber-to-the-home networks.

The allocation of wireless spectrum and network access involves complex property rights. Some analysts predict that tech conglomerates controlling satellite internet constellations will exert massive economic leverage in the future, resembling the geopolitical influence of major oil-producing nations in the twentieth century.

Furthermore, widespread internet access generates substantial economic externalities. While remote education and digital health services yield positive externalities, the rapid turnover of smartphones contributes to mounting electronic waste. When telecom markets were deregulated, regional networks were often sold to private consortia, managed by regulators like the Federal Communications Commission (FCC) in the US or Ofcom in the UK, balancing commercial profits against public service obligations.

Extract C: The Cost of Connection

The supply of global telecommunications is increasingly concentrated in an oligopolistic market dominated by a handful of multinational tech behemoths. This highlights a prominent contradiction of globalized capitalism: a single smartphone contains precious, scarce raw materials like lithium and cobalt, whose extraction often causes environmental degradation in developing states. Yet, many millions of people, living in relative poverty within highly developed nations, cannot afford the high-speed connections required for schoolwork or job applications.

In the UK, public internet access through libraries is theoretically 'free' at the point of use. However, home broadband subscriptions average over £30 per month. Some regional authorities estimate that relying entirely on commercial mobile data for remote learning costs low-income families several times more than a standard fixed-line subscription. Even so, UK consumers continue to spend billions annually on high-end devices and premium data packages, leaving local authorities to deal with the environmental burden of discarded hardware.
