Question 146

A local council is deciding how to use an empty building in the town centre. It is considering a quiet study space, low-cost rooms for community groups, or an indoor market for local traders.

Write a letter to the council evaluating these proposals and recommending how the building should be used. Explain how your recommendation could meet different needs in practice. You may invent examples to support your views.

Your work will be assessed on communication and adaptation to audience and purpose (27 marks), and organisation and technical accuracy (18 marks).
