The primary commuter rail network in Kenya operates in and around Nairobi. The Kenyan Government has proposed plans to privatise the country's main metropolitan rail services over several years. This process has faced significant delays due to strong opposition from public transport trade unions representing railway workers.

Nonetheless, consortia of private infrastructure firms have recently shown renewed interest in bidding for these rail concessions. This is driven by rapid urbanisation in the capital, escalating road congestion increasing the demand for rail travel, and a growing middle class. Consequently, the privatisation of the Nairobi Commuter Rail network is increasingly probable.

Under state management, government subsidies have been heavily relied upon to cover operational deficits, keep commuter ticket prices low, and fund safety upgrades across the network.
