It shows that over 400 social housing homes have had solar panels installed, saving residents an average of £240 per year on energy bills. However, local government funding cuts halted the expansion of Phase 2, leaving 600 homes on the waiting list. Using Fig. 5, Fig. 6 and your own knowledge and understanding, assess whether the sustainable management of energy has been successful at a local scale.
