The big idea: what is Issue evaluation?
In this section, you are given a contemporary geographical issue — a current real-world problem or decision with different possible viewpoints. The issue could link to physical geography, human geography, or both.
Issue evaluation
Issue evaluation means using evidence to investigate a geographical problem, compare possible options, and make a justified judgement about what should happen.
This part of the exam is designed to test more than memory. You still need your geographical knowledge, but you must apply it to unfamiliar resources and a specific place-based issue.
The issue can come from any compulsory part of the GCSE course and may extend slightly beyond it through the resources provided. That means you might meet a new location, but the underlying geography will connect to ideas you already know: hazards, ecosystems, rivers, coasts, cities, development, resources, or economic change.
The core skill
The aim is not to “guess the right answer”. The aim is to make the best-supported judgement using evidence from the booklet, the exam paper, and your own geographical understanding.
The issue evaluation process works like a chain: understand the issue, interpret the sources, compare viewpoints, weigh impacts, then justify a decision.

The pre-release resource booklet
AQA releases a resource booklet about twelve weeks before the Paper 3 exam. Your teacher will help you work through it in class.
Pre-release resource booklet
The pre-release resource booklet is a set of resources released before the exam so you can become familiar with the issue, location, data and viewpoints.
You cannot take your annotated booklet into the exam. In the exam, you are given a clean copy. This is important: your preparation should help you understand the issue, not rely on written notes in the booklet margins.
The booklet may contain:
- maps at different scales
- diagrams and sketches
- graphs and statistics
- photographs and satellite images
- extracts from published materials
- quotes from different interest groups
- information about possible options or solutions
Secondary sources
Secondary sources are information collected or published by someone else, such as maps, census data, newspaper extracts, company reports, government statistics or charity briefings.
Synoptic thinking: linking more than one theme
The Issue evaluation is synoptic.
Synoptic
Synoptic means bringing together knowledge and understanding from more than one part of the course to analyse a wider geographical issue.
For example, an issue about building a new reservoir could link to:
- physical geography: rainfall, river systems, drought risk, ecosystems
- human geography: population growth, water demand, farming, industry, cost
- environmental impacts: habitats, carbon emissions, landscape change
- decision-making: who benefits, who loses, and whether the option is sustainable
Think in links
When revising the booklet, ask: “Which parts of the GCSE course does this connect to?” Strong answers often link two or more themes rather than treating the issue as isolated.
Scale: local, regional, national and global
A geographical issue can be analysed at different scales.
Scale
Scale means the level at which something is studied, such as local, regional, national or global.
For example, a new airport runway might bring national economic benefits, but local residents may experience more noise and air pollution. A flood defence scheme might protect one town, but increase flood risk downstream.
You may also see map scale, which tells you how map distance relates to real distance. Do not confuse it with geographical scale. A map might show a local area, while your evaluation considers national consequences.
Using scale to compare impacts
A city is considering a new flood defence scheme. The booklet says it would protect 8,000 homes locally, cost £120 million nationally, and may reduce wetland habitat regionally.
- Separate the impacts by scale. Local: homes and businesses protected. Regional: wetland habitat may be damaged. National: taxpayers or government agencies may fund the scheme.
- Compare who benefits and who pays. The local community gains direct protection, but the cost may be spread across a wider population.
- Make a balanced judgement. The scheme may be justified if flood risk is high and many people are protected, but the judgement should also consider whether habitat loss can be reduced or compensated for.
Reading resources carefully
The exam will ask a series of questions about the issue, leading to a longer evaluative answer. You need to interpret, analyse and evaluate the resources.
Interpret, analyse and evaluate
To interpret means to work out what a source shows. To analyse means to explain patterns, relationships or reasons. To evaluate means to weigh up evidence and reach a justified judgement.
A good answer does not simply copy a statistic or describe a photograph. It uses the source to support a point.
For example:
- Weak: “The graph goes up.”
- Better: “Water demand increases over time, suggesting that population growth or rising living standards may be putting pressure on supply.”
- Stronger: “Water demand increases while rainfall is uneven, so the proposed reservoir could improve water security, although it may create environmental costs.”
Source spotting
A common mistake is to list things you can see in a resource without explaining why they matter. Always link evidence back to the issue or decision.
Working with data
The resources may include statistics, graphs and tables. You might need to calculate or comment on:
- percentage increase or decrease
- mean, median, mode or range
- trends and anomalies
- relationships between variables
- lines of best fit
- differences between places or groups
Trend and anomaly
A trend is the general pattern in data, such as increase, decrease or fluctuation. An anomaly is a value that does not fit the general pattern.
Percentage change
A very useful GCSE calculation is percentage change:

A resource says a town’s population increased from 80,000 to 100,000 between two census years.
- Find the change. The increase is 100,000 minus 80,000, which is 20,000.
- Divide by the original value. This gives 2000080000=0.25\frac{20000}{80000} = 0.258000020000=0.25.
- Convert to a percentage. Multiply by 100, so the population increased by 25%.
Use data as evidence
In longer answers, one accurate figure is often stronger than a vague phrase like “a lot” or “many”. Quote data only when it helps your argument.
Stakeholders and conflicting viewpoints
A stakeholder is a person, group or organisation with an interest in the issue.
Stakeholder
A stakeholder is anyone affected by, involved in, or able to influence a geographical decision.
Stakeholders might include:
- local residents
- business owners
- farmers
- tourists
- environmental groups
- local councils
- national government
- developers
- water, energy or transport companies
Different stakeholders may interpret the same issue differently. For example, a developer may focus on jobs and investment, while residents may focus on traffic, noise or loss of green space.
Comparing stakeholder views
A proposed road bypass is supported by local businesses but opposed by an environmental group.
- Identify each stakeholder’s main interest. Businesses may want faster deliveries and more customers. The environmental group may want to protect habitats and reduce carbon emissions.
- Link each view to evidence. If the booklet shows congestion in the town centre, that supports the business argument. If a map shows the route crossing woodland, that supports the environmental concern.
- Judge the strength of each viewpoint. A strong evaluation might support the bypass if congestion is severe, but only if the route avoids the most sensitive habitats or includes mitigation.
Treating quotes as facts
Stakeholder quotes are useful, but they may be biased. Use them as evidence of viewpoint, not automatically as proof that something is true.
Physical and human interrelationships
The exam will expect you to consider links between people and the physical environment.
Physical and human interrelationships
Physical and human interrelationships are the two-way links between natural systems and human activity.
Examples include:
- urban growth increasing surface runoff and flood risk
- flood defences changing river processes downstream
- deforestation reducing biodiversity and affecting local livelihoods
- climate change increasing hazard risk for coastal communities
- resource extraction creating jobs but damaging ecosystems
- coastal erosion threatening homes, transport links and tourism
This is where your wider GCSE knowledge becomes powerful. If a booklet shows a place at risk of flooding, you can apply what you know about impermeable surfaces, drainage basins, hard engineering, soft engineering and social vulnerability.
People and environment
Strong issue evaluation answers explain both sides: how the physical environment affects people, and how human decisions affect the physical environment.
Comparing options
Many issue evaluation questions ask you to consider different possible options. These could be schemes, locations, management strategies or future decisions.
A useful way to compare options is to use criteria:
- social impacts: quality of life, health, homes, community, safety
- economic impacts: cost, jobs, income, services, trade
- environmental impacts: ecosystems, pollution, carbon emissions, landscapes
- time scale: short-term disruption versus long-term benefits
- spatial scale: who benefits locally, regionally, nationally or globally
- sustainability: whether the option meets present needs without damaging future opportunities
Sustainability
Sustainability means meeting people’s needs now without reducing the ability of future generations to meet their needs.
Choosing between management options
A coastal town is choosing between three options: build a sea wall, use beach nourishment, or do nothing.
- Compare protection. A sea wall may provide strong protection for buildings, while beach nourishment may reduce wave energy but need regular replacement. Doing nothing leaves property at risk.
- Compare cost and side effects. A sea wall may be expensive and increase erosion elsewhere. Beach nourishment may be less visually intrusive but has repeated maintenance costs. Doing nothing costs less immediately but may increase future losses.
- Reach a justified decision. If the town has valuable homes, businesses and tourism infrastructure, beach nourishment plus limited hard engineering may be more sustainable than doing nothing, especially if it reduces environmental damage compared with a continuous sea wall.
Writing the evaluative judgement
The longer answer usually leads to an evaluative judgement.
Evaluative judgement
An evaluative judgement is a final decision that weighs evidence, recognises different viewpoints, and explains why one option is better overall.
A strong judgement usually includes:
- a clear decision
- evidence from the booklet
- your own geographical knowledge
- comparison with alternatives
- advantages and disadvantages
- impacts on people and the environment
- acknowledgement of uncertainty or trade-offs
You do not have to say every option is equal. In fact, a good judgement often says one option is best, but explains the conditions or limitations.
Useful judgement phrases include:
- “Overall, the most appropriate option is…”
- “This is because the evidence suggests…”
- “However, this may create problems for…”
- “Compared with the alternative, this option is stronger because…”
- “This judgement depends on…”
No perfect option
In real geographical decisions, every option usually has costs. Avoid claiming that one solution has “no disadvantages” unless the evidence genuinely supports that.
Preparing during the twelve weeks
Your aim during the pre-release period is to become confident with the issue.
Do:
- understand the location and background
- annotate key patterns, links and conflicts
- practise describing and explaining each resource
- identify stakeholders and their viewpoints
- make a table of options, advantages, disadvantages and evidence
- revise linked GCSE content from physical and human geography
- practise short calculations and graph descriptions
Do not:
- try to memorise long paragraphs
- rely on annotations you cannot take into the exam
- write a prepared answer and force it into every question
- ignore resources that seem less obvious, such as maps or photographs
Three-colour booklet method
When revising the booklet, you could highlight evidence, stakeholders and possible impacts in different colours. Then practise explaining how they link together.
In the exam
- Start by identifying the issue, location, stakeholders and options before writing your judgement.
- Use precise evidence from the clean booklet: quote useful data, describe map patterns, and refer to named places shown in the resources.
- For longer answers, weigh both benefits and costs, link physical and human impacts, then finish with a clear justified decision.
