In this question you will be assessed for the quality of your writing skills. 12 marks are awarded for communication and organisation; 8 marks are awarded for vocabulary, sentence structure, spelling and punctuation.

You should aim to write about 300 to 400 words.

Your town’s youth council is deciding how to spend its annual budget. One proposal is to fund free swimming lessons in the summer holidays for young people who cannot swim.
