Classifying working-age people
In UK employment statistics, the working-age population is usually defined as people aged 16 to 64. Employment is not limited to people who are doing paid work at the moment: a person can also be employed if they are temporarily away from a job or business, or if they work without pay in a family business.
People who do not meet the employment criteria may be unemployed or economically inactive. A discouraged worker may want a job and may be available to start one, but is economically inactive if they have not actively looked for work recently.
