Why networks need protocols and layers

Sender and receiver with Application, Transport, Internet and Link layers; data is encapsulated downward, routed across a network, then decapsulated upward. A network only works if devices follow shared rules for formatting data, identifying devices, and delivering messages to the right place. Those agreed rules are called protocols.
