The Silverton Police Department is updating its eyewitness identification guidelines. Previously, witnesses were simply asked to 'identify the perpetrator' from a set of photographs. Under the new guidelines, officers must explicitly instruct the witness that 'the true perpetrator may or may not be present' in the lineup before they view any photos.
