Extract: New Zealand's Fiscal Adjustments in 2010

In October 2010, the New Zealand government implemented a significant fiscal reform package. The cornerstone of this policy was an increase in the rate of Goods and Services Tax (GST) from 12.5% to 15%. While the government simultaneously reduced personal income tax rates to offset the rise, consumer confidence weakened immediately following the hike. Retail sales fell sharply in the fourth quarter of 2010 as households reduced non-essential spending.
