Deregulation of Light Industrial and External Business Districts
Allowing the conversion of vacant light industrial facilities and edge-of-town business parks into residential housing has been proposed as a vital remedy to the chronic housing deficit in many UK regions. Between 2022 and 2023, Vanguard announced the closure and conversion of 12 regional distribution hubs, aiming to construct over 15,000 new apartments. At the same time, regional public authorities, such as the Greater Manchester Combined Authority, have attempted to steer this deregulation productively by coordinating the conversion of several redundant suburban business parks into 2,000 mixed-tenure affordable homes.
While national building regulations technically mandate that these conversions adhere to environmental and safety benchmarks, construction watchdogs warn that industrial conversions frequently suffer from poor insulation and inadequate natural light. Furthermore, planning representatives argue that converting isolated industrial parks into residential estates creates severe infrastructural imbalances, leaving thousands of new residents without accessible public transport links, primary schools, or GP surgeries nearby.
