This shortfall is highly pronounced for independent smallholders who operate outside of state-backed price-guarantee schemes or international fair-trade certification.
Global bulk cocoa bean prices fell by approximately 25% during the 2022/23 trading season due to unexpected shifts in grinding demand and supply chain blockages. Smallholder farmers bear almost all of this price risk, while multinational chocolate manufacturers and global trading houses maintain robust operating margins.
To mitigate these challenges, development non-governmental organisations (NGOs) have promoted agricultural productivity upgrading. Currently, Ghanaian cocoa smallholdings operate at approximately 45% of their agronomic potential. Improving yields through training on integrated pest management (IPM), high-yielding hybrid seeds, and micro-irrigation systems could significantly raise output. Additionally, smallholders are encouraged to diversify their farms by cultivating high-value supplementary crops, such as plantains or black pepper, or by rearing small livestock, reducing their exposure to the volatile global cocoa market.
However, simply increasing crop yields is unlikely to completely close the income gap, and diversification into local agricultural products faces the barrier of domestic market gluts. Long-term structural adjustments to domestic value-addition and processing remain essential.
