Since taking office, President Shavkat Mirziyoyev has embarked on an ambitious economic liberalization program to transform Uzbekistan from a highly controlled, state-led economy into a competitive, market-driven one. For decades, the double-landlocked nation relied heavily on state-mandated cotton production and gold exports, leaving it vulnerable to global commodity price shocks. The government historically maintained strict control over key sectors, including energy, aviation, and banking, through large State-Owned Enterprises (SOEs) that operated with low efficiency and high state subsidies.

To modernize the economy, the Uzbek government has implemented significant reforms. In 2017, it liberalized the foreign exchange market, abandoning a fixed exchange rate system in favor of a managed float, which led to a sharp initial depreciation of the Uzbek som but significantly enhanced export competitiveness. Furthermore, the government has launched a privatization drive, targeting the sale of stakes in the state airline, chemical plants, and leading commercial banks. To encourage foreign direct investment (FDI), Uzbekistan has eased visa requirements, simplified tax codes, and created special economic zones.

While the IMF and World Bank have commended these market-orientated steps for boosting GDP growth and attracting foreign capital, challenges remain. High inflation and rising utility tariffs—resulting from the reduction of state price controls—have squeezed real incomes, particularly in rural regions where poverty and underemployment persist. Critics argue that without stronger social safety nets and heavy investment in education and regional infrastructure, market reforms risk widening economic inequality and failing to achieve inclusive development.
