However, the sudden acceleration of global artificial intelligence (AI) platforms and hyper-automated service offshoring has threatened these digital hubs.

A prominent international development bank recently warned of a "digital displacement crisis" in former high-growth urban technology parks. The report highlights that local economies are suffering from sudden structural underemployment, falling domestic demand, and a severe contraction of the urban middle class. The traditional response of relying on exchange rate depreciation to boost export competitiveness is proving ineffective, as automated services are highly price-inelastic. Instead, the bank advocates for active government intervention to rebuild economic resilience. It emphasizes the need for state-funded research and development (R&D) partnerships to move domestic firms up the global value chain, alongside targeted fiscal transfers to fund lifelong learning accounts.

Critics argue that erecting digital barriers or taxing foreign digital platforms would invite immediate retaliatory tariffs, hurting other export sectors. Consequently, policymakers must look to alternative domestic macroeconomic strategies to manage this transition and foster sustainable economic development.
