Extract D: Decarbonisation and Spatial Disparities

The rapid transition to a low-carbon economy has catalyzed substantial investment in renewable energy sectors, electric vehicle manufacturing, and green technologies. However, this transformation is exacerbating regional economic disparities. While capital-rich metropolitan hubs and specialized engineering clusters experience a boom in high-wage 'green-collar' employment, traditional industrial and fossil-fuel-dependent regions face structural unemployment and stagnant local demand. This spatial concentration of new green wealth risks creating a multi-speed economy, where access to retraining and clean infrastructure is heavily stratified.

Addressing these regional divides is a major policy challenge. Amid tight fiscal constraints and rising public debt, some policymakers argue that allowing high returns and wealth disparities is vital to incentivize the massive private capital flows and high-risk investments needed to scale up unproven green technologies. They warn that aggressive redistribution or punitive taxation on green entrepreneurs would stall the transition. Conversely, critics argue that deep disparities starve peripheral regions of the very human capital and local demand needed to participate in the new economy, arguing that targeted state intervention can reconcile green growth with regional equity.
