Extract A: Green Hydrogen Hubs — a cornerstone of the UK's net-zero industrial strategy?

The UK’s path to decarbonising energy-intensive heavy industries (such as steel, glass, and chemical manufacturing) faces severe hurdles. Unlike domestic transport or heating, which can be easily electrified, high-temperature industrial processes cannot run efficiently on renewable electricity alone. They currently rely heavily on fossil natural gas. To tackle this, the government has announced a massive funding and regulatory framework to subsidise and fast-track the deployment of "Green Hydrogen Electrolyser Hubs" — industrial facilities that use renewable electricity (primarily from offshore wind) to split water into clean hydrogen and oxygen.

Proponents of green hydrogen argue it is crucial for preserving the UK's industrial base. Developing these hubs is projected to cost billions, but proponents suggest it could establish up to 10 gigawatts (GW) of low-carbon hydrogen production capacity by 2035, meeting nearly 20% of industrial energy demand. Industry reports estimate that establishing a domestic green hydrogen supply chain could create up to 35,000 highly skilled engineering and manufacturing jobs, particularly in legacy industrial clusters like Teesside, Humberside, and South Wales. This would revitalise manufacturing supply chains and open up a global export market for advanced electrolyser technology estimated to be worth over £180 billion, significantly enhancing regional productivity and supporting regional rebalancing.

However, critics point out substantial economic and resource challenges. Green hydrogen is currently highly expensive to produce, requiring significant developer subsidies potentially funded through a "hydrogen levy" on consumer gas bills or directly via general taxation. Furthermore, electrolysis requires immense volumes of pure water and renewable electricity, potentially straining local utilities and competing with the direct electrification of the grid. Sceptics also argue that alternative solutions, such as blue hydrogen (produced from natural gas with carbon capture) or rapid advancements in direct industrial electrification, might render green hydrogen uneconomic before the subsidized hubs reach commercial scale in the mid-2030s.
