Extract A: Cambodia’s agricultural bottlenecks and rural development constraints

Cambodia’s economic development has made significant strides, yet the agricultural sector, which employs over a third of the workforce, faces persistent structural barriers. Extreme weather events, particularly seasonal droughts and flash floods, routinely disrupt crop yields. Despite the country's high potential for agro-processing, over 90% of rice-milling and food-processing businesses remain small-scale, informal household enterprises.

While microfinance institutions have expanded credit access to smallholders for purchasing seeds, scaling up to modern agro-processing mills is hindered by several structural bottlenecks. Access to formal bank credit is extremely limited for long-term capital investments. Moreover, electricity tariffs in Cambodia remain among the highest in Southeast Asia, and frequent voltage fluctuations damage machinery and interrupt processing. Additionally, rural road networks are largely unpaved, tripling the transit times to transport processed goods to the main deep-water port of Sihanoukville. Complex, multi-layered regulatory requirements and costly registration licensing fees also deter household mills from joining the formal sector. Furthermore, a severe shortage of technical and vocational training has led to a lack of skilled agricultural engineers, making it difficult for local mills to adopt automated processing technologies or compete with highly efficient mills in neighbouring Vietnam and Thailand.
