The National E-Commerce Packaging Levy (NEPL)

The Government has announced that from next year it will introduce a mandatory National E-Commerce Packaging Levy (NEPL) for all physical retailers dispatching consumer products in non-recycled plastic or cardboard containers, as a statutory environmental surcharge. The policy aims to reduce commercial packaging waste and encourage investment in biodegradable materials. For smaller independent boutique retailers with fewer than 10 employees, the standard tax rates will continue to apply without the surcharge.

Economic models estimate that the NEPL will increase average packaging and distribution material costs by 13.5% in heavily affected e-commerce sectors, leading to a 0.6% increase in overall unit distribution costs across the wider logistics network. Economists predict this policy will encourage green operational efficiencies, prompting packaging redesigns that reduce average package weight (-0.35%), but may also lead to a slight contraction in total dispatch volumes (-0.2%) and marginally higher consumer delivery charges. Overall, the macroeconomic and microeconomic impact depends heavily on the price elasticity of demand for the final goods ordered online.

Industry bodies suggest that previous minor environmental fees have had negligible impacts on sales volumes. However, because online retail firms are highly dependent on standardized high-speed automated packaging machinery, their ability to substitute traditional plastics with bespoke organic alternatives is constrained in the short run. Some firms may search for loopholes, such as shifting towards third-party drop-shipping models or using overseas fulfillment centers that are exempt from the levy. Nevertheless, raising regulatory compliance costs during a period of weak consumer confidence may squeeze business margins more severely than past environmental policies.

Using the information in Extract C and economic theory, discuss the likely impact of the National E-Commerce Packaging Levy (NEPL) on the profitability of physical online retailers. Use a cost and revenue diagram in your answer.
