In 2021, the Swedish Government awarded a green transition grant of €15m to Svea Battery Co. as an incentive to scale up its battery cell production at its newly constructed gigafactory in Skellefteå. As a result, the Skellefteå plant has become a cornerstone of Europe's sustainable battery supply chain. It directly employs over 4,500 technicians and engineers, alongside supporting an estimated 16,000 jobs in regional supply chains. The firm operates three highly automated assembly lines; it has benefited extensively from specialisation and technical economies of scale. Its workforce is highly trained, and labour productivity has consistently risen. The facility recently achieved a milestone of delivering 500,000 battery packs in under eighteen months.
In previous decades, the regional authority offered incentives to attract high-tech firms to the north to combat long-term unemployment caused by the decline of traditional heavy forestry and mining. Structural unemployment was stubborn due to the geographical and occupational immobility of the regional workforce. However, critics question whether Svea Battery Co. still needs public financial support. In its last annual report, the company projected global net profits of €1.8bn.
The state has also committed to subsidising a massive €12bn deep-water offshore wind array in the Baltic Sea, to be developed by a state-backed energy consortium. Proponents argue that rapid decarbonisation targets justify public funding of alternative energy. However, environmental groups have voiced concerns over the ecological impact on local marine habitats.
