Extract C: A breeze of growth for the Humber estuary?

In 2021, the UK Government provided a green growth subsidy of £18.6m to the European renewable energy firm, Siemens Gamesa, as an incentive to expand its wind turbine blade manufacturing plant in Hull. This expansion made the Hull facility one of the largest offshore wind hubs in Europe. It directly employs over 1,500 people, alongside supporting an estimated 6,000 jobs in the wider regional supply chain. The factory utilizes advanced automated moulding technology; it has benefited significantly from workforce specialisation and managerial economies of scale. The workforce undergoes continuous technical training, leading to a steady rise in labour productivity. Recently, the plant celebrated producing its 2,000th wind turbine blade.

Historically, the Humber region was plagued by high structural unemployment following the decline of traditional trawling and docking industries. This economic downturn was compounded by market failures associated with occupational and geographical immobility. Critics, however, question whether highly profitable multi-national conglomerates should continue to receive taxpayer-funded subsidies.

At the same time, the Government has pledged financial backing for a proposed £2.4bn green hydrogen production facility in northern England, to be developed in partnership with private energy consortia. Proponents argue that such subsidies are vital to accelerate the transition to net-zero carbon emissions. However, local conservationists raise concerns over the ecological impact of the pipeline infrastructure on nearby estuaries.
